While newer versions exist, version 16.5 is often sought after because it strikes a balance between modern hardware support and compatibility with older Windows operating systems (Windows 7, 8, 8.1, and 10), while the file size had not yet ballooned to the extremes of later 20GB+ releases.
Even legitimate versions of DriverPack are known for trying to install unless you uncheck 3 tiny boxes during the "Expert Mode" install. The 16.5 ISO floating around likely has these bundled permanently.
