Kitserver operates through various "modules" (DLL files) that handle different aspects of the game. The 13.4.0.0 update refined these modules for maximum compatibility:

While the newer "Sider" (used for PES 2017-2021) has more advanced features, KitServer 13.4.0.0 is the most stable external loader ever built for the classic PES generation.

KitServer 13.4.0.0 is not a standalone patch. It is a tool that requires you to have a clean copy of PES 2013 (preferably patched to Data Pack 6.00 and EXE 1.04).
