The PS2 homebrew community uses various save formats. If you download a save from websites like GameFAQs or The Iso Zone, you may need to convert it.

The PCSX2 team moved from an old wxWidgets interface to a new Qt interface. The Qt version standardizes on the Documents\PCSX2 root folder for all operating systems. If you have an old installation, simply move your memcards folder to the new location. pcsx2 save game location
