Go to PS3ISO .com → search "Pro Evolution Soccer 2013 PKG" → download the BLES01708 version + its RAP file. That will work perfectly on any CFW 4.80+ or HEN 3.0+.
If the PKG is larger than 4GB: Use a tool like PS3 ISO Tools to split it, or use an NTFS USB with IRISMAN or ManaGunZ to copy it to the internal HDD first. pes 2013 pkg ps3
