You mistakenly downloaded CRRuntime_32bit_13_0_12.msi . The 64-bit installer clearly includes "64bit" in the filename.

This is NOT the full Crystal Reports designer. You cannot create or modify reports with this runtime. It is a redistribution package for executing reports. crystal report runtime download 64-bit 13.0.12
